It's a person that is generally only capable of handling trivial tasks at best, but believes they are worthy of higher status and capable of achieving more. Common behavior of Toon Toons result in immediate failure or embarassment. Actions of Toon Toons create widespread humiliation and have negative effects on those close to them.
