To be insane.
I noticed that on some old cartoons, that they would make a visual joke with the charters who were cutting out paper dolls.

Papered out - what is it?
A racial slur for an Italian. Known as wop.
It is also refered as 'working on pavement'.
With out papers refers to the Italian immigrints who had no papers to show their identification.
" All you Italians came with out papers that identify you!"
What does "papered out" mean?
To be assigned papers usually a mass amount
