A person that loves cake and is capable of eating it in large quantities.
This use of the word originates from the character Bruce Bogtrotter from Roald Dahl's Matilda, who steals a piece of The Trunchbull's chocolate cake, and is consequently required to eat the whole thing as punishment (but he manages this without too much difficulty, to the Trunchbull's annoyance).

While this could be covered by the term "all the gear no idea", the important distinction is the sheer number of these bikers-cum-walkers gathered together in one place blocking the trail for people who can actually ride and making the case for more relaxed gun laws in the UK.
