a /b/ tard, or someone who has wasted their life away in the /b/ (random) section of 4chan image boards, who has evolved past poor grammar and a twisted sense of humor and has slowly drifted into a vegetative state where responses are only given to the mentioning of memes and the sight of inappropriate cartoons. Someone who is especially naive and culturally inept and hails from the state of Utah. A combination of "tard" and U for Utah.
