What is systemic racism?
Institutional racism, also known as systemic racism, is defined as policies and practices that exist throughout a whole society or organization and that result in and support a continued unfair advantage to some people and unfair or harmful treatment of others based on race. It manifests as discrimination in areas such as criminal justice, employment, housing, health care, education and political representation.1
The term institutional racism was first coined in 1967 by Stokely Carmichael and Charles V. Hamilton in Black Power: The Politics of Liberation.2 Carmichael and Hamilton wrote in 1967 that, while individual racism is often identifiable because of its overt nature, institutional racism is less perceptible because of its "less overt, far more subtle" nature. Institutional racism "originates in the operation of established and respected forces in the society, and thus receives far less public condemnation than individual racism".3
Institutional racism was defined by Sir William Macpherson in the UK's Lawrence report (1999) as: "The collective failure of an organization to provide an appropriate and professional service to people because of their color, culture, or ethnic origin. It can be seen or detected in processes, attitudes, and behavior that amount to discrimination through prejudice, ignorance, thoughtlessness, and racist stereotyping, which disadvantage minority ethnic people.

Johnson defined systemic racism, also called structural racism or institutional racism, as "systems and structures that have procedures or processes that disadvantages African Americans."
Glenn Harris, president of Race Forward and publisher of Colorlines, defined it as "the complex interaction of culture, policy and institutions that holds in place the outcomes we see in our lives."

What does "systemic racism" mean?
Literally EVERYTHING is racism to you. I see what you're talking about but it's a broader issue and your solution only fixes the problem for SOME of the black people (Of which I AM in case we forgot who we're talking to) and the underlying problem will remain.

Does this only apply to appointed positions or do we need a proportionate number of elected officials? All black primary? Should only black people vote? It's retarded and it's based on an a priopi presupposition that a black person would govern or make decisions in a black way and that they would promote other black people instead of doing what the people currently in power do (which is shamelessly promote themselves). I want them to do it so that when nothing happens, you have to sit there and look stupid and explain to me why it didn't do anything. It's nothing more than politic tokenism. 'OoOo Look! It's superman! But black now!' 😱 And I'm supposed to sit that and be like 🙌🤨 'Hurray?' But what does it accomplish? Nothing. An entirely cosmetic solution to real world problems. It accomplishs about as much changing your skin in a video-game. Guaranteed employment for a handful of random black people and everything stays the same for everyone else... including other black people. Your 'Fixing systemic racism'thing is pointless. It's about as pointless as going to space (And I'll explain in the next one)."
Systemic racism - what does it mean?
1.Racism based in a system used to discriminate against a minority in subtle but important ways I.e. housing inequality,underfunded predominantly black schools, over policing/arrest quotas, and voter id laws
2. Something that white people deny is real despite never experiencing it because they live in a system meant to benefit them.
