Ignoring all the other definitions linking the phrase to the simpsons.
The Phrase was originally used by an American General in WW2 to describe the French and did not magically spring to life during the mid 1990s.

Surrender monkey - what is it?
In the singular usage it more generally refers to a person holding French citizenship. More specifically, to a Frenchman holding an opinion that is deemed (by the listener) as unsupportive - especially regarding foreign policy or military matters.
It refers to the supposed cultural habits of Frenchmen - cheese eating and surrendering when any slight agressive action is taken towards them or their country. It is considered perjorative in any sense.

A pejorative term used against French citizens, coming from Cheese Eating Surrender Monkey, based on some assumption that French soldiers are cowards, just because France got occupied by Germany during WW2.
Mostly used by retards who think their country is better than the others for some reason, think this joke is still funny just because the Simpsons used it, or just some idiots who never heard of the Resistance.
My great-grandfather was in the Resistance during WW2, and died while trying to free France from the Nazis. Does that make him a Surrender Monkey too ?
