If someone is 'sparty', they see themselves as enigmatic and reserved, but more often than not they are talking utter bullshit. This means that they are nearly constantly ridiculed for foolish 'nuggets of wisdom'.

The MSU act of throwing an all night dance party at the Sparty statue during Michigan week in order to ward off the carpet munching U of M students.
