What is ragtag party?

1) A party that is low-cost and generally poorly put-together (like, the ice-cream is from a BOGO or the popcorn is from a vendor giving it out for free on the street and you use it at a party you're hosting)

This is such a ragtag party... I know Tom got that popcorn from the vendor giving away popcorn down the street.
