Who what's - what does it mean?
General, all-purpose response for those occasions where somebody says some thing so far over your head, you haven't even got the foggiest of ideas about what they are saying.

1) Words used to enter or reenter a conversation in which a portion has been missed due to spacing off or physical absence.
2) A method for asking someone to repeat them self.

Who what's - definition
This term started in Brooklyn in the late 90's. It is either used as a call for challengers or to state dominance in something.
Come from the urban term "You dont want it" which is HOOD for "You're not ready for ME".
The proper English equivalents of "Who Want What?" would be "Who's Next?", "Who Can Fuck With Me?", or "None of y'all can fuck with me!"
"Who Want What" was also the title of a song by Memphis Bleek and Jay-Z where it was used in the same manner on the chorus.
The term is also used in Asher Roth's song "College". He mentions walking in a party and seeing people playing pool, to which he exclaims "who want what!"

Who what's - slang
A great game to play when you're bored in class. Start by writing Who, What, When, Where, Why, and How down the side of a paper. Beside who, write a person's name. Fold over so you can't see "who" and pass on to a friend. The next person writes an action beside "what", folds over, passes on. Continue until all of the titles are filled out, then open and read.
