What is stuck in the clouds?
When swapping sessions in GTA V you will zoom out from your current position to the sky. While in the sky, clouds will randomly form, If the loading glitches and you cant swap sessions you will be "Stuck in the clouds"

It usually means that you are zoning out or "not there" by not focusing on the world around you.
