What is slow-mo racing?

When two cars traveling in the same direction but on different side by side lanes, while maintaining equal speed, none of the drivers attempt to pass the other as if to be racing in slow motion.

"I'm running late for work and these two morons are slow-mo racing in front of me and I have no way to pass!"
