What is implicit false dichotomy?

We're seeing a lot of that recently in the discourse around "Victimhood"

This creates the implicit false dichotomy between 'People who act like victims' and 'People who don't.' The former are 'The bad ones' and the latter are 'The good ones.' Sound familiar?
