What does "Dovahkiin" mean?
A being born to one or more of their birth parents who are heroin addicts/junkys.
I am Dragonborn/Dovahkiin because my biological father was a heroin addict. He did right by me because he signed his rights over to my adoptive dad so that I could live a better life and help break the wheel of addiction. Finally ridding the world of chasing the dragon of death and destruction we know as heroin addiction.
Many children have been Dragonborn today. Our voices are raw power, pushing aside anything and everyone standing in our path. Fus Ro Dah!

The only NPC(s) that use the word dovahkiin instead of "dragon-born" are:
The greybeards, paartharax, mirmulnir (this is the first dragon you fight, they say "noooooooo, dovahkiin!" When defeated, so that is why it counts) and Alduin, the main terror in skyrim's main quest.

In the world of the Elder Scrolls, a Dovahkiin is a legendary warrior with the body of a mortal and the soul of a dragon. They are capable of absorbing the souls of slain dragons and using them to increase their own power.
The word "Dovahkiin" comes from Dovahzul (the dragon language. "Dovah" means "dragon", "Ah" means "hunter", and "Kiin" means "born", so "Dovahkiin" could be translated as "Dragon Hunter Born".
