What is tooser?

A tooser (sometimes spelled toozer) is an unfinished mod for Hearts of Iron 4 which frequently posts teasers to reddit or discord but has little to no actual content and is stuck in perpetual development hell.

Person A: "Whoah, this mod looks pretty cool!"
Person B: "Forget about it, it's just another tooser."
