"Shit rolls up hill" describes the tendency for unworthy or incompetent personnel to be promoted. The primary reason why shit rolls down hill.

Possibly coming from either the phrase 'getting shit rolling' spoken sarcastically, or the description of one's own job with the imagery evoked by the literal interpretation of the phrase.
