Colloquial for retard(ed), but not necessarily a mentally retarded person. Comes from the name of a non-profit in Chalmette, Louisiana "Jimmy's Kids" that helps take care of special needs children.
My friend just bought obviously fake Saints tickets from that guy over there. What a Jimmy kid...
