What is cosmetically challenged?

Used to describe someone who has done one or more of the following:
1. Stabbed themselves in the eye with makeup tools more than once
2. Accidentally used blush as eyeshadow
3. Completed one eye, and then given up

Wow, did you see Kaley's face? She is definitely cosmetically challenged.
