Congratulating a bro, for doing a hoe, or accomplishing something. Commely used between Cub players. Can also be used when someone says a long story for nothing, or when you don't know what to say.
Bro 1: Dude, I had this unreal time with a chick last night, she was so unreal in bed.
Bro 2: Congrats bro.
