What is Tinkoo?
A person who laughs without making any sounds; laughing by just moving your mouth and shoulders.

Tinkoo - what is it?
Derived from Tinker Bell. A fantasy creature that's very very tiny. As small as tinker bell. One that can fit in ones shirt pocket.
Among other things a Tinkoo is supposed to be very very naughty and mischievous. Has a fondness to cause trouble in a playful way.
Could also be used to describe a person with these qualities, except the size.
