Someone who acts urban savvy or street astute, but is really and obviously raw/like an urban rookie.
A "z" is added in plural form.
Several mainstream celebrities are palooKa artists.

Refers to an incompetent opponent in a sporting arena (usually boxing). Can also be used to refer to minnow cricket teams and other clumsy or useless beings.
