A phrase repurposed by famous science fiction author Robert Heinlein in his novel called “The Moon Is A Harsh Mistress,” so that apparently it has the new meaning of “good-for-nothing bureaucratic nonsense” -- especially as typical of functionaries from Earth. The novel explores numerous concepts of "rational anarchism," which might be referred to as minarchism in today's terminology.
