What is 10-96?
1.) Police code for a crazy person, someone who is mentally disturbed
2.) Sometimes used by crazies (ie, Scanner Dan) to call non-crazy people names.
1.) COP: Dispatch, we got a 1096 in front of Walgreens on State St, I'm gonna need back-up.
2.) Zac: (At Scanner Dan) "Crazy!"
Scanner Dan: "You're crazy!"

A police term, common in the Midwest, used to describe a person with mental delusions, commonly known as an "emotionally disturbed person."
2-David-13, report of a 10-96 male subject at 42 W. Main, running through traffic. Subject has several priors, manic depressive and suicidal.
